Input VAT on locally purchased equipment and services is recorded as a recoverable asset in the GST sub-ledger. When the monthly GST return is filed, the input GST is offset against the output GST collected from subscribers. A net output position results in a payment to the ISTD; a net input position (e.g., in months of heavy capex) results in a refund claim or carry-forward. The GST registration in the AP module automatically separates the input GST from the asset/expense amount for each eligible purchase. Imported network equipment may be subject to different GST treatment (GST may be paid at customs and then claimed as input).

⚠️ Audit Flags

Auditors test that input GST is not capitalised into the asset cost — the PPE should be recorded at the ex-GST price. Confirm that input GST is only claimed on business purchases (not private use). Test partial exemption calculations where the operator has both taxable and exempt supplies — input GST attributable to exempt supplies (if any) is not recoverable. For GST refund positions, confirm that refund claims are filed and the refund is received or properly carried forward. Test the GST treatment of imported equipment (customs GST vs. local purchase GST).
