💡 Accountant's Note

Prepaid credit is a liability — the telecom owes the customer airtime, data, or SMS. Revenue is recognized as the customer consumes the credit. Unused credit that expires is recognized as breakage revenue.

Prepaid top-up transactions are processed through the real-time charging system (RTCS) or online charging system (OCS). When a top-up is received (via scratch card, mobile app, agent, or bank transfer), the RTCS credits the subscriber's prepaid balance and the payment gateway posts the cash to the GL. The corresponding deferred revenue liability is created in the billing sub-ledger. The deferred balance is updated in real-time as the customer consumes airtime or data. Daily balance snapshots are fed to the ERP for GL reconciliation.

⚠️ Audit Flags

Auditors reconcile the total prepaid deferred revenue liability in the GL to the aggregate of all subscriber prepaid balances in the RTCS at the reporting date. Test that scratch card activations are only recorded when the card is activated (not when printed or distributed). Confirm that dealer float (SIM cards and top-up vouchers held by dealers but not yet activated) is not included in the deferred revenue balance. Test cut-off for top-ups received around period-end.
