Telecom services in Jordan attract 16% General Sales Tax. Prices are typically quoted inclusive of tax. Revenue is always recognized net of the tax collected on behalf of the government.

Practitioner & Systems Framework

💻 ERP Architecture

The CBS billing system is configured with a GST tax code applied to all taxable subscriber charges. When the invoice is generated, the system splits the GST-inclusive amount into the net revenue and the GST output tax payable. The GST is remitted to the ISTD monthly (or quarterly for smaller operators) through the GST return filing. The CBS feeds the daily GST posting to the GL. For prepaid top-ups, the GST is included in the top-up amount — the deferred revenue liability includes the GST component, which is transferred to GST payable as credits are consumed.

⚠️ Audit Flags

Auditors reconcile the total GST output tax in the GL to the GST returns filed with the ISTD. Test that the GST rate is applied to all taxable supplies (some telecom services may be zero-rated or exempt — confirm each service type's GST treatment). For prepaid, confirm that the GST is correctly separated from the deferred revenue liability — the GST portion should be in GST payable from the outset, not deferred with the revenue. Confirm that international services (roaming billed to Jordanian subscribers) are correctly treated for GST — outbound roaming charges to subscribers are typically subject to Jordan GST.
