💡 Accountant's Note
Transit income is earned for routing calls between two other networks. The operator provides the 'middle leg' of an international call. Margins are low but volume can be significant.
Practitioner & Systems Framework
💻 ERP Architecture
Transit traffic is measured by the network mediation system, which captures transit CDRs (calls entering and leaving the network without originating or terminating on it). The transit billing system calculates the income due from the originating operator and the cost owed to the terminating operator, posting both to their respective counterparty accounts. Transit income and transit costs are recognised gross — net presentation is not appropriate as the operator controls the transit routing. Revenue is recognised monthly based on CDR data. Transit rates are typically much lower than termination rates.
⚠️ Audit Flags
Auditors confirm that transit income and transit costs are presented gross in the P&L — the operator is a principal in the transit arrangement (it controls the routing and bears the interconnect cost). Test that transit CDRs are reconciled to the amounts invoiced to originating operators. Review transit route profitability — some transit routes may be loss-making if the transit rate received is lower than the termination cost paid on the other side. Confirm that transit traffic is properly excluded from any USO levy calculation if the levy is based on domestic originating traffic only.
📄 Required Documentation
Transit CDR report (volume by originating and terminating operator), transit billing statements, transit rate agreement with originating operators, transit cost reconciliation to terminating operators' invoices, transit route profitability analysis, and USO levy calculation exclusion of transit traffic.
