💡 Accountant's Note
Annual spectrum usage fees are separate from the one-time license cost. They are prepaid assets amortized monthly. They represent the ongoing cost of the right to use the spectrum.
Practitioner & Systems Framework
💻 ERP Architecture
The annual spectrum usage fee is paid to the TRC at the start of the year (or as per the TRC's billing schedule) and recorded as a prepaid regulatory fee asset. The fee is amortised monthly (annual fee / 12) to the spectrum usage expense account. The prepaid balance is tracked in the prepayments sub-ledger and reconciled to the TRC fee schedule. Spectrum usage fees are different from the capitalised spectrum license cost (one-time acquisition) — they represent the annual right-to-use payment and are entirely expensed over the year.
⚠️ Audit Flags
Auditors confirm that annual spectrum usage fees are correctly classified as prepaid expenses (not capitalised as intangible assets alongside the license cost). Test the amortisation rate against the annual fee payment. Confirm that the fee is paid on time — late payment to the TRC may result in spectrum suspension. Verify that fees for all licensed spectrum bands are captured. Test that increases in the annual fee (which TRC may revise periodically) are promptly reflected in the amortisation schedule.
📄 Required Documentation
TRC spectrum fee determination letter (per band), payment receipt, prepaid schedule with amortisation rate, monthly amortisation journal, spectrum band register (confirming all bands are covered), and TRC fee revision notification.
