💡 Accountant's Note

SIM replacement fees cover the cost of the physical SIM and administrative processing. Revenue is recognized at point of issuance.

Practitioner & Systems Framework

💻 ERP Architecture

SIM replacement is processed at the operator's retail outlet, call centre, or online portal. The fee is collected (cash, card, or charged to the subscriber's account) and the old SIM is deactivated in the subscriber management system while the new SIM is activated. Revenue is recognised immediately at issuance. The SIM inventory is reduced by the cost of the replacement SIM (COGS). For eSIM replacements (which have no physical card cost), the revenue may be lower or zero depending on the operator's policy.

⚠️ Audit Flags

Auditors test that SIM replacements are properly documented — a replacement should only occur after identity verification and the old SIM's immediate deactivation. Review the SIM replacement rate as a fraud indicator — high replacement rates may indicate SIM swap fraud (used for account takeover). Confirm that eSIM replacement fees are correctly set given the lower cost (no physical SIM). Test the SIM cost COGS charge against the inventory unit cost.

📄 Required Documentation

SIM replacement request record (with identity verification), old SIM deactivation log, new SIM activation record, fee collection confirmation, SIM inventory COGS charge, eSIM replacement fee policy, and SIM swap fraud monitoring report.
