💡 Accountant's Note
Free credits for service failures are a customer retention cost. The credit is a liability until consumed by the subscriber. For accounting purposes, it is treated like additional airtime top-up.

Service quality credits are issued through the customer care system and posted to the subscriber's account in the CBS as a credit balance. The credit is classified as deferred revenue (similar to prepaid top-up) until consumed by the subscriber. The expense is classified as service quality expense or customer retention marketing cost, not as a revenue reversal. The OCS tracks consumption of the credit balance and releases the deferred revenue to the appropriate revenue account as the credit is used. Mass service credits (following a major outage) are processed in batch through the CBS.
⚠️ Audit Flags
Auditors assess whether goodwill credits are correctly classified as an expense (not a revenue reversal) when they are not related to a billing error. Test that the deferred liability represents all outstanding unspent credits. For mass outage credits, confirm the total credit value is consistent with the operator's stated compensation policy and the duration and customer impact of the outage. Review whether regulatory reporting of service quality failures and associated compensation is complete.
