Roaming revenue is charged to the home customer at the roaming rates. The home operator then settles the underlying termination cost with the visited network operator in a separate interoperator settlement.

Roaming CDRs from visited networks are received through the GSMA TAP (Transferred Account Procedures) clearing system. The home operator's billing system processes the TAP files, applies the home customer's roaming tariff, and generates the charge on the customer's next invoice. Revenue is recognised when the TAP file is processed — typically one to four weeks after the actual roaming event. The delay between roaming event and billing means a month-end accrual is required for unprocessed TAP files. The interoperator settlement (paying the visited network) is a separate cost entry.

⚠️ Audit Flags

Auditors test the TAP file processing completeness — all files received from visited networks should be processed and billed. Test the month-end roaming revenue accrual for unbilled TAP files. Confirm that the roaming rate applied to subscribers matches the tariff schedule. Assess the roaming revenue cut-off — late TAP files relating to prior periods must be correctly allocated. Review the receivable from the visited network (for inbound roaming) separately from the customer receivable (for outbound roaming).
