Passive infrastructure sharing is billed monthly to the sharing operator per the signed infrastructure sharing agreement. The billing is managed in the wholesale billing system and posted to the AR sub-ledger. Revenue is recognised monthly as space is made available (service period). The arrangement is assessed under IFRS 16 — if the sharing operator has the right to use a specifically identified space on an identified tower, an embedded lease may exist and the income is recognised as lease income under IFRS 16 rather than service revenue under IFRS 15. A tower sharing register tracks each sharing arrangement by tower ID, sharing operator, and monthly charge.

Auditors perform the IFRS 15/16 classification for passive sharing arrangements — dedicated co-location on a named tower with exclusive space rights is typically a lease; non-exclusive space is a service. Test that revenue is recognised only for towers where the sharing operator is actively co-located (not from agreement inception before installation is complete). Reconcile the number of co-located sites to the monthly revenue. Confirm that the sharing agreement rates comply with any TRC regulations on infrastructure sharing pricing.
