National roaming traffic is tracked by the host network's mediation system, which captures all traffic from MVNO/roaming partner SIMs. Monthly usage is aggregated and billed to the roaming partner per the wholesale agreement. The billing system posts the receivable and revenue to the GL. National roaming revenue is classified separately from retail revenue in management reporting as it is wholesale in nature. The incremental cost of carrying the roaming partner's traffic is typically very low — making this a high-margin revenue stream.

Auditors verify that the wholesale rate in the billing system matches the signed national roaming agreement. Test traffic volume reconciliation between the host network's mediation system and the MVNO/partner's own traffic records. Assess whether the arrangement is accounted for correctly under IFRS 15 — if the host operator controls the network service before transferring to the MVNO, gross presentation applies. If the host is purely providing access to infrastructure, the accounting may differ.
