MVNO Wholesale Billing to Hosted Operator

Billing a Mobile Virtual Network Operator (MVNO) for network usage at wholesale rates.

MVNO Wholesale RevenueRevenue (+)-85,000.00

💡 Accountant's Note

MVNOs lease network capacity from the host operator and resell it under their own brand. The host charges wholesale rates covering voice, data, and SMS usage. This is a low-cost revenue stream as the network cost is already incurred.

Practitioner & Systems Framework

💻 ERP Architecture

MVNO usage is tracked by the host's network management system and OCS, which differentiates MVNO SIM traffic from its own retail traffic. Monthly usage data (voice minutes, data volumes, SMS counts) is extracted and fed to the wholesale billing system, which applies the MVNO's contracted wholesale rates to generate the monthly invoice. Revenue is recognised monthly as usage is delivered. The MVNO agreement also specifies minimum commitments — where actual usage falls below the minimum, the host recognises the guaranteed minimum revenue regardless. MVNO wholesale revenue is presented separately from retail revenue in management reporting.

⚠️ Audit Flags

Auditors test MVNO billing completeness by reconciling MVNO SIM traffic from the OCS to the billed usage data. Confirm that minimum commitment revenue is recognised even in periods where actual usage is below the minimum threshold. Review the MVNO receivable ageing — MVNOs typically pay within 30-60 days. Assess the IFRS 15 treatment of any upfront payments from MVNOs (e.g., initial network setup fees) — these may need to be deferred and recognised over the MVNO agreement term.

📄 Required Documentation
