Late payment charges are recognized when charged and are legally enforceable per the subscriber agreement. They are Other Income rather than core service revenue.
Practitioner & Systems Framework
💻 ERP Architecture
Late payment charges are calculated automatically by the CBS billing engine at the invoice due date. The penalty rate and grace period are configured in the CBS per the subscriber agreement and regulated by the TRC in Jordan. The charge is added to the next invoice and posted to the AR sub-ledger. Revenue is recognised when the penalty is charged. The late payment income is presented separately from subscription revenue in management reporting and in the financial statements. High late payment income may indicate credit quality deterioration in the subscriber base.
⚠️ Audit Flags
Auditors confirm that the penalty rate and grace period applied are consistent with the subscriber agreement and any applicable TRC regulations. Test the collectability of late payment charges — if subscribers are disputing the charges or the collection rate is low, a provision may be required. Confirm that late payment income is separately presented and not included in core subscription revenue metrics. Review whether waiving of late fees is appropriately authorised and documented.
📄 Required Documentation
CBS late payment charge configuration (rate, grace period), billing run showing late charges applied, subscriber agreement extract on late payment terms, TRC regulatory limit on late payment charges, collection rate analysis for penalty receivables, and late fee waiver register.
