💡 Accountant's Note
Interconnect is both an income and expense. Net interconnect position depends on traffic flows. Mobile operators in small markets often pay more in origination than they earn in termination.

Interconnect costs are accrued monthly based on CDR data showing traffic originated on the operator's network and terminated on other networks. The interconnect billing system calculates the expected payment to each counterparty and posts it to the AP sub-ledger. The expense is classified in the direct cost / cost of service line in the P&L. Settlement is typically monthly via bank transfer, with the payable cleared on payment. Disputes with counterparties on volume or rate result in provision adjustments.

Auditors confirm that interconnect costs are presented gross (not netted against interconnect income). Test that the termination rate applied in the cost calculation matches the signed agreement with each counterparty. Confirm that CDR data underpinning the cost accrual is complete and has been reconciled to the network mediation system. Review the interconnect payable aging for long-outstanding balances that may indicate disputes. For international interconnect, test that WHT is correctly applied to payments to foreign operators.
