Energy is one of the largest network operating costs for mobile telecoms. Base stations run 24/7 and power consumption is significant. Energy efficiency (solar, battery backup) is a major OPEX reduction initiative in the GCC.

Network energy costs are invoiced by the electricity provider (in Jordan, EDCO/IDECO/JEPCO) monthly per metered connection at each BTS site. The energy invoices are processed through the AP module, coded to the network energy expense account and the relevant network cost centre. Where electricity bills arrive with a one-month lag, a monthly accrual is required based on prior period consumption. Energy cost per site is monitored in the network management system — sites consuming above the benchmark trigger an energy audit. Solar installation costs are capitalised and reduce the energy opex over time.
⚠️ Audit Flags
Auditors test the monthly energy accrual for unbilled consumption at year-end. Reconcile total energy expense to the number of active BTS sites multiplied by the average energy cost per site — large variances may indicate unrecorded accruals or site-level billing errors. Confirm that solar installation costs are correctly capitalised and that the energy saving is reflected in the opex reduction analysis. Review whether long-term power purchase agreements (PPAs) for renewable energy contain embedded leases under IFRS 16.
