International student fees are charged through the SIS to the student's account when an immigration document is issued (I-20 for F-1 students in the US, or equivalent). The fee is recognised as revenue when the service is provided (document issuance). The international student office (ISO) maintains a record of all documents issued and fees charged. The ISO also manages the SEVIS batch reporting to the government agency — SEVIS compliance is a separate regulatory requirement independent of the fee accounting.

Auditors confirm that the fee is charged at the approved institutional rate and that revenue is recognised upon document issuance (point-in-time service). Verify that the international student fee covers the actual cost of the ISO's compliance activities — an underfunded ISO creates a risk of SEVIS non-compliance, which can jeopardise the institution's SEVP certification. Confirm that the SEVIS I-901 fee (paid directly by students to the US government) is not being collected or recorded by the institution.
