Performance-based funding revenue is only recognised when the performance condition is met and certified by the government agency. Prior to that point, it is a contingent asset and is not recorded. Once the government certifies the outcome (e.g., issues a certification letter confirming the achievement of the graduation rate threshold), the receivable and revenue are posted to the GL. The grants management module tracks the performance conditions and notifies the finance team when certification is received. The receivable is cleared upon receipt of the cash payment from the government.
⚠️ Audit Flags
Auditors confirm that revenue is recognised only upon receipt of official government certification — not upon the institution's own internal assessment that a threshold has been met. Test the accuracy of the performance data submitted to the government (e.g., graduation rate calculation). Verify that conditions attached to the funding (e.g., maintaining the performance level for a sustained period) do not create a refund obligation that should be recognised as a liability. Assess whether the certification timing creates a cut-off issue at year-end.
