Parking permit sales are processed through the campus parking management system (or the SIS for student permits) and revenue posted to the parking auxiliary cost centre. For annual permits sold before the fiscal year-end, the revenue is deferred and recognised over the permit period. For semester permits, revenue is recognised over the semester. The parking system integrates with the GL for daily settlement postings. Infringement fines are recorded separately as other operating income.

Auditors confirm that annual permits sold before year-end are correctly deferred — recognising the full annual fee immediately would overstate current-year revenue. Test the proration calculation for partial-year permits (e.g., permits sold mid-semester). Verify that the parking auxiliary is self-sufficient (parking revenue covers the cost of maintaining and enforcing the parking operation) — a parking operation running at a loss for several years may need to be reviewed for restructuring.
