Bond proceeds are held in a restricted construction fund bank account (separate from operating accounts) as required by the bond indenture. The ERP records the bonds payable in the long-term debt module with a repayment schedule (principal and interest). Bond issuance costs (underwriting fees, legal costs) are recorded as a debt issuance cost asset and amortised over the bond term using the effective interest method. Capital expenditures funded from the bond proceed account are tracked in the construction-in-progress (CIP) asset account until the building is complete and placed in service.

⚠️ Audit Flags

Auditors confirm that bond proceeds are segregated in the restricted construction account and that no operating expenses are funded from it. Test that bond issuance costs are correctly amortised (not expensed immediately). Verify that the CIP balance is supported by contractor invoices and is transferred to the completed building asset account when construction is complete. Confirm compliance with bond covenants (financial ratios, restricted payment tests). For tax-exempt bonds, verify that the facility is used for the stated exempt purpose.
