Utility bills are typically received 30–45 days after the consumption period. To avoid mis-stating period costs, the finance team accrues estimated utility costs at month-end based on prior period actuals and known seasonal patterns. When the actual bill arrives, the accrual is reversed and the actual invoice is posted through AP. Large campuses may have sub-metering systems that provide more granular consumption data by building or department, enabling more accurate accruals and cost allocation.

⚠️ Audit Flags

Auditors test the reasonableness of utility accruals by comparing month-end estimates to actual bills received in the subsequent period. Significant variances may indicate that accrual estimates are systematically too high or low. Confirm that the accrual reversal occurs in the correct period. For institutions with a December year-end and high winter utility consumption, the year-end accrual is particularly significant. Test that utility costs are allocated across academic and administrative cost centres on a reasonable basis (e.g., floor area or metered consumption).
