Import duties are part of the cost of an asset under IAS 16 (cost = purchase price plus directly attributable costs to bring the asset to its working condition). The customs clearance documents show the duty amount separately — this is added to the asset's cost in the fixed asset module alongside the supplier invoice. Where the institution has an approved duty exemption (from the Ministry of Finance or Customs Department), the exemption certificate must be presented at the customs point and the exemption amount tracked. Denied exemptions or partial exemptions are reconciled to the customs declaration.

Auditors confirm that import duties are capitalised into the asset cost and not expensed separately. Test the customs declaration against the asset cost in the fixed asset register — the total cost should equal the supplier invoice plus freight, insurance, and import duties. For duty exemptions, verify that the exemption certificate was valid and that the items imported match those approved in the exemption. Confirm that any import duties paid on consumables or non-capital items are expensed immediately.
