The gross payroll entry is the aggregate of all fee earner and support staff salaries for the month. For management reporting, salaries should be split between: (a) fee earner salaries (which are subsequently allocated between billable COGS and non-billable overhead via the timesheet allocation), and (b) support staff salaries (which are overhead). The utilization rate — billable hours as a percentage of available hours — is the key driver of profitability. For each fee earner, available hours minus non-billable hours (admin, training, business development, leave) equals billable hours. The higher the utilization rate, the greater the proportion of salary cost classified as direct COGS against revenue.
⚠️ Audit Flags
(1) Authorization — are all salaries on the payroll authorized by an HR-approved employment contract? Ghost employees on the payroll are a fraud risk, particularly in firms with high staff turnover. (2) Period accrual — for bi-weekly payroll cycles, any days worked in the reporting period but paid after the month-end must be accrued. (3) Classification of partner 'salaries' — if equity partners receive a fixed monthly payment, this may be a drawing (equity) rather than a salary (expense). Incorrect classification as salary expense understates equity and overstates costs.
