💡 Accountant's Note

Pre-contract bid costs do not meet the IFRS 15 capitalization criteria because no contract exists yet. They are expensed immediately. Only incremental costs to obtain a contract that is actually won are eligible for capitalization.

Use a specific project code or cost centre for each RFP/bid to track the total cost of business development activities, even though these costs are expensed immediately. This data feeds win/loss analysis — the cost of winning a contract (including bid costs plus the capitalized commission) can be compared against the contract's expected lifetime revenue. Some firms allocate partner time at a standard cost rate to bid codes to fully capture the true cost of pursuing new business. Time recorded against bid codes is non-billable and reduces the firm's overall utilization rate.

⚠️ Audit Flags

(1) Premature capitalization — ensure no bid or proposal costs are being capitalized as Contract Acquisition Costs before a contract is actually won. The contract must exist before any cost qualifies for capitalization under IFRS 15.91. (2) Bid cost completeness — are all costs of bid preparation captured (staff time, third-party printing, travel, external consultants on the proposal)? Underreporting bid costs overstates engagement margins on won contracts. (3) Win rate tracking — firms with very low win rates spending heavily on proposals should assess whether this represents a going concern or strategy risk.
