The Bunker Adjustment Factor (BAF) — also called Emergency Bunker Surcharge (EBS) or Bunker Surcharge (BS) — is a variable fuel surcharge applied by shipping lines on top of the base ocean freight rate. BAF rates are revised monthly or quarterly by each shipping line based on published bunker fuel indices (Rotterdam, Singapore). Record as Ocean Freight Cost — a direct cost of the shipment. For freight forwarders who pass BAF through to clients (as part of the freight quote or as a separate billing line), track the client BAF revenue against the carrier BAF cost to confirm the pass-through margin.

Auditors confirm the BAF rate matches the shipping line's published tariff for the applicable voyage and port pair. Overcharging above the published BAF is a billing error. For freight forwarders who quote 'all-in' rates, the client invoice should cover BAF even if the shipping line invoices it separately — failure to collect BAF from the client while paying it to the carrier compresses margins.
