💡 Accountant's Note

The Pension Trust Fund (a Fiduciary Fund type) reports the financial position and activity of the pension plan itself — separate from the employer government's own funds. The pension trust's Statement of Changes in Fiduciary Net Position shows 'Additions' (contributions from employers and employees, net investment income) and 'Deductions' (benefit payments, refunds, administrative expenses). This is a completely separate financial statement from the employer government's statements. Small governments that administer their own pension plans must report the trust fund separately.

Practitioner & Systems Framework

💻 ERP Architecture

If the government administers its own pension plan (rather than participating in a state plan), the pension trust fund requires its own fund accounting records. Investments within the trust must be valued at fair value per GASB 72. The trust is subject to GASB 67 (plan financial reporting) in addition to the employer reporting under GASB 68.

⚠️ Audit Flags

Pension trust funds are subject to separate audit opinions under GASB 67. Actuarial assumptions used in the valuation are tested for reasonableness. Investment policy compliance, asset allocation, and performance vs. benchmarks are all audited. Benefit payments must be authorized per plan provisions.

📄 Required Documentation

Contribution billing records, employee payroll deduction reports, trust fund bank statements, actuarial valuation report (GASB 67), investment policy statement, investment custodian statements, benefit authorization records.
