This is one of the most fundamental and government-specific entries that does not exist in private sector accounting. When the legislative body (city council, county board, legislature) legally adopts the annual budget, the governmental unit records a formal budgetary entry in the general ledger as a memorandum control mechanism. Estimated Revenues is debited (the expected inflows), Appropriations is credited (the legal spending authority), and the difference is the projected surplus or deficit to Budgetary Fund Balance. This entry has NO equivalent in GAAP-based commercial accounting.
