Property owners have the right to appeal assessments or apply for abatements. When an appeal or abatement is granted, the government must refund the excess taxes collected. Under modified accrual, the refund is a reduction of current year revenue (if the overassessment relates to the current year) or a prior period adjustment if it relates to prior years' taxes already recognized as revenue. If the refund is large enough to be material, it may require disclosure in the notes as a subsequent event or contingent liability.
