💡 Accountant's Note

As qualifying expenditures are made from the federal advance (see expenditure entry above), the corresponding portion of the deferred inflow is recognized as revenue. The revenue recognition mirrors the expenditure pattern — for every dollar of qualifying expenditure, one dollar of deferred inflow becomes revenue. At the end of the grant period, the deferred inflow balance should be zero (all advances matched to expenditures) or a positive balance representing unspent advances that must be returned.
