Connection fees / SDCs represent the new customer's share of existing system capacity. Under GASB 33, these are exchange transactions recognized when the connection right is granted (point in time). However, some governments treat a portion as deferred revenue if there is an ongoing performance obligation (providing capacity over the service life). SDC revenue is often restricted to capacity expansion projects by state law — unrestricted spending of SDC revenue is a legal violation in many states.
