💡 Accountant's Note

Outstanding encumbrances at fiscal year-end represent valid commitments that will be honored in the new year. The budgetary encumbrance entries are closed out in the old year and reestablished at the start of the new year (when the new appropriation is adopted). For GAAP financial reporting, the fund balance is reclassified from Unassigned to Committed or Assigned (depending on the authorization level) to disclose that this portion of fund balance is spoken for. The reappropriation in the new year requires a supplemental appropriation by the governing body.

Most government ERP systems have a year-end encumbrance roll-forward process that automatically closes old-year encumbrances and reopens them in the new fiscal year. This is a critical year-end process step. Finance staff must review all outstanding encumbrances before year-end to cancel stale or invalid POs.

⚠️ Audit Flags

Auditors test year-end encumbrances for validity — do the outstanding POs represent real, near-term commitments? Stale encumbrances (commitments over 12 months old) that are not canceled are a finding. The GAAP fund balance classification (committed vs. assigned for encumbrances) must be supported by the appropriate level of governing body authorization.
