💡 Accountant's Note

When the vendor invoice arrives, the encumbrance is fully reversed (both the Encumbrances Control debit and the Reserve credit are eliminated), and the actual expenditure is recorded as a GAAP entry. If the actual invoice ($47,250) is less than the PO estimate ($48,500), the $1,250 difference is released back to available appropriation. Note the critical distinction: the encumbrance is a BUDGETARY entry (not GAAP), while the expenditure is a GAAP entry (not budgetary). Government accounting maintains both simultaneously.
