Debt service payments create another key difference between fund and government-wide accounting. In the Debt Service Fund (governmental fund): BOTH principal and interest are Expenditures — the principal is an expenditure even though it reduces a liability that doesn't appear on the fund balance sheet. In the government-wide statements: principal payment reduces the Bonds Payable liability (balance sheet reduction, not an expense), and only interest is an expense. Principal payments that are Expenditures in fund statements but liability reductions at government-wide level are a major reconciling item.

Set up automated interfund transfers from the General Fund to the Debt Service Fund prior to each payment due date.
