💡 Accountant's Note

Airport taxes, passenger duties (UK Air Passenger Duty, US Federal Excise Tax), and government security levies collected from passengers are not airline revenue — they are collected on behalf of governments and airports. They are pass-through liabilities recognized as a collection agent. Only the base fare (excluding all taxes) is airline revenue.

Practitioner & Systems Framework

💻 ERP Architecture

The PSS separates fare from taxes at the point of sale. Tax collections are tracked in the revenue accounting system by tax type, route, and collection date. Each tax is remitted to the relevant authority on the schedule mandated by regulation — airport authorities, customs agencies, and government ministries. The ATL balance is split between fare components (recognized as revenue on flight departure) and tax components (remitted as collected, or at departure). Tracking of unremitted taxes is a regulatory compliance function as well as an accounting one.

⚠️ Audit Flags

Auditors reconcile the airport tax payable balance to the tax collection schedule and confirm timely remittance. Test that taxes are excluded from revenue — any inclusion of taxes in revenue overstates the airline's earnings. Confirm the correct tax rates are applied per route and passenger type (some routes have multiple overlapping taxes). For taxes collected but not yet remitted at year-end, confirm the liability is fully recognised. Late remittance may attract penalties disclosed as contingent liabilities.

📄 Required Documentation
