Expansion Capitalization (New Cell Construction)
Capitalizing the costs of excavating and lining a new 'cell' within an existing permitted landfill site.
| Account Name | Type | Debit ($) | Credit ($) |
|---|---|---|---|
| Construction in Progress (CIP) - Landfill Cell 4 | Asset (+) | 2,500,000.00 | - |
| Cash / Accounts Payable | Asset (-) / Liability (+) | - | 2,500,000.00 |
💡 Accountant's Note
Landfills are built in phases called cells. Costs for excavation, clay liners, and geosynthetic liners are capitalized as part of the landfill infrastructure. These costs are only transferred to the 'In-Service' asset account once the cell receives its first load of waste.
Practitioner & Systems Framework
💻 ERP Architecture
Use Project Accounting modules to track specific costs (excavation vs. liners) against the cell construction budget.
⚠️ Audit Flags
Inappropriate capitalization of 'Operating Costs' (like everyday dirt hauling) as 'Construction Costs.'
📄 Required Documentation
Civil engineering contracts, liner material invoices, and 'Certificate of Occupancy' or permit to operate the new cell.
