Most travel agencies do not pay airlines directly. They use the Billing and Settlement Plan (BSP) or Airlines Reporting Corporation (ARC). Every week, the clearinghouse generates a report: Total Sales minus Commissions plus Taxes. The agency then makes one net payment. This entry clears the individual liabilities created during the week and recognizes the earned commission at the moment of settlement.
