Record only approved (signed) change orders — do not capitalize unapproved variation claims or contractor requests that have not been formally agreed. Maintain a change order register tracking: change order number, description, cost, approval date, and CIP impact. Update the project budget for each approved change order. Accumulating too many change orders may indicate inadequate initial scope definition or scope creep — both signals that management should investigate the project's viability.
⚠️ Audit Flags
Auditors verify change orders are genuinely approved (signed by both developer and contractor) and relate to real scope changes (not contractor claims for additional cost without legitimate grounds). Unauthorized change orders that increase CIP without board approval where the amounts are material are a governance failure. Change orders that are in fact correcting contractor defects (rectification work) should not be capitalized — they should be recovered from the contractor or charged against the retention.
