๐Ÿ’ก Accountant's Note

Under ASC 710-10-25, vacation pay must be accrued if four conditions are met: (1) The obligation relates to employee services already rendered, (2) It vests (employees are entitled even upon termination) or accumulates (carries over), (3) Payment is probable, and (4) The amount is estimable. Vested vacation (paid at termination) MUST be accrued. Non-vesting, non-accumulating sick leave (use-or-lose with no termination payout) is NOT accrued. The accrual = accrued hours per employee ร— current wage rate (or expected future rate if material). Most states require payout of accrued vacation at termination โ€” making vacation liability a payroll-linked obligation.

Practitioner & Systems Framework

๐Ÿ’ป ERP Architecture

The vacation accrual is calculated from the HR/HRIS system: accrued hours per employee ร— hourly rate (or salary equivalent). For exempt employees, the daily rate is annual salary รท 260 workdays ร— accrued days. The accrual must use CURRENT wage rates (not the rate when vacation was earned). Rollover caps (e.g., maximum 240 hours of accrued PTO) affect the maximum accrual per employee. Unlimited PTO plans are generally not accrued (no vesting or accumulation โ€” employees have no right to unused PTO at termination).

โš ๏ธ Audit Flags

Auditors test the vacation accrual calculation using HR system data (hours ร— rates) and trace to payroll records. States with mandatory vacation payout at termination (CA, CO, IL, etc.) require accrual for ALL employees in those states. Companies in states without mandatory payout must still accrue if their company policy provides for payout. Unlimited PTO companies should confirm no termination payout policy exists.

๐Ÿ“„ Required Documentation

HR system PTO accrual report (hours accrued, hours used, hours remaining by employee), vacation policy document specifying vesting, accumulation, and payout upon termination, state-by-state vacation payout requirement analysis, wage rate used in accrual calculation, rollover cap documentation.
