💡 Accountant's Note
Employers who sponsor High Deductible Health Plans (HDHPs) often contribute to employee HSAs as a benefit. Employer HSA contributions are not subject to FICA or income tax (triple tax advantage: tax-deductible employer contribution, tax-free employee contribution, and tax-free withdrawals for medical expenses). Employer FSA contributions (if offered) are also excludable from income. These are recognized as compensation expense when contributed to the custodian account. HSA contributions are limited by IRS annual limits ($4,300 individual / $8,550 family in 2025). FSA contributions are use-it-or-lose-it (with optional $660 carryover in 2024).
Practitioner & Systems Framework
💻 ERP Architecture
Employer HSA contributions are typically deposited at the start of the plan year or ratably throughout the year. The payroll system must track that employer contributions don't cause employees to exceed IRS limits (combined employer + employee contributions). HDHP minimum deductibles ($1,650 individual / $3,300 family in 2025) must be maintained — contributing to an HSA for an employee enrolled in a non-HDHP causes immediate taxable income and a 20% penalty.
⚠️ Audit Flags
Auditors verify HSA contributions don't exceed IRS limits and are made only for employees enrolled in qualifying HDHPs. FSA forfeiture balances (forfeitures from employees who didn't use their FSA) must be accounted for — forfeitures may be: (1) used to offset plan administrative costs, (2) reallocated to participants, or (3) retained by the employer per the plan document.
📄 Required Documentation
HDHP enrollment confirmations, HSA custodian contribution records, IRS contribution limit compliance calculation by employee, FSA election and spending records, FSA forfeiture balance calculation and disposition, employer contribution policy documentation.
