For shared staff (e.g., the Finance Manager who supports multiple grants and M&G), use a time-based allocation updated quarterly. Program salaries are typically the largest component of grant expenditure and must reconcile to the grant budget.

Salary allocations are tested against time sheets or documented activity records. Auditors spot-check allocations across at least two periods to confirm consistency. Program staff whose entire salary is claimed on a single grant while actually working on multiple programs is an over-allocation finding. Time sheet signatures from both the employee and supervisor are required.
