Excise duty is a production-based tax levied on the manufacture of specific goods (tobacco, alcoholic beverages, petroleum products, luxury vehicles). In many jurisdictions, the tax event is the manufacture (not the sale) — the liability arises when goods are produced. For manufacturers: include excise duty in the product cost (Manufacturing Overhead) as it is a cost of production under IAS 2. When goods are sold, the excise duty cost is part of COGS. Some jurisdictions allow bonded production (duty-free until sale) — in this case, defer the excise liability until the goods leave the bonded facility.

Auditors confirm the production quantity reported to the excise authority matches the internal production records — under-reporting production to minimize excise duty is tax evasion. They also verify the correct excise rate is applied (rates change and specific regulatory schedules must be used). For bonded production, the excise liability must be recognized when goods leave bond — premature or delayed recognition affects both the balance sheet and P&L.
