💡 Accountant's Note
Pure insurance premiums are typically VAT-exempt in most GCC and MENA countries. However, ancillary fees (policy issuance fees, survey charges, admin fees) may attract VAT as they are not insurance services per se.
Practitioner & Systems Framework
💻 ERP Architecture
The billing system must be configured to correctly distinguish between VAT-exempt insurance premium income and VAT-applicable ancillary fee income. Each fee type is mapped to the correct VAT tax code in the ERP (e.g., SAP SD tax condition types). VAT output tax is automatically calculated and posted to the VAT payable account when an ancillary fee invoice is issued. VAT returns are filed monthly or quarterly with the tax authority. Partial exemption calculations may be required if the insurer has both exempt (premium) and taxable (fee) supplies, which limits input VAT recovery.
⚠️ Audit Flags
Auditors confirm that the VAT treatment of each fee type has been assessed against the applicable VAT law — misclassifying a VAT-applicable fee as exempt is a tax compliance risk. Verify that the VAT rate applied is the current statutory rate. Reconcile VAT output tax collected to VAT returns filed and VAT remitted. For partial exemption, test that the input VAT recovery calculation correctly excludes VAT attributable to exempt supplies. Assess whether any new fee types introduced during the year have been properly assessed for VAT.
📄 Required Documentation
