Annual regulatory fees are a mandatory operating cost for licensed insurers. They are expensed in the period they cover.

Practitioner & Systems Framework

💻 ERP Architecture

Regulatory fees and license costs are posted to the regulatory fees expense account and expensed in the period to which they relate. If the annual license fee covers a period that spans two financial years (e.g., paid in November for the calendar year ahead), it should be prepaid and amortised. The payment is processed through the AP module with the Jordan IRC as the vendor. A copy of the renewed license certificate must be retained and the license expiry date tracked to ensure timely renewal. Some insurers maintain a regulatory calendar in their ERP or compliance management system.

⚠️ Audit Flags

Auditors confirm that the insurer's operating licenses (general, life, health, motor) are current and have not lapsed. The license renewal receipt from the IRC is key supporting documentation. Verify that fees covering future periods are treated as prepayments and not expensed immediately. Confirm that any new class of business approved during the year has the corresponding license and that the applicable fee has been paid. Review whether any regulatory penalties or fines have been paid and separately disclosed — these must not be included in the regular license fee expense.

📄 Required Documentation

Jordan IRC license renewal certificate (per class of business), payment receipt from the IRC, license fee prepayment schedule (if spanning two periods), regulatory compliance calendar, and disclosure of any regulatory fines paid separately.
