💡 Accountant's Note

A USD-backed stablecoin issuer receives USD (or equivalents) from users who receive stablecoins. The USD is held as reserve assets (cash, T-bills, money market funds) and the stablecoin represents a redemption obligation to return USD on demand. The issuer earns net interest income on the reserve assets (investing in T-bills) while paying no interest on the stablecoin liability — a significant source of revenue in high-rate environments.

Practitioner & Systems Framework

💻 ERP Architecture

Reserve assets are held in segregated custody accounts (bank accounts, brokerage accounts for T-bills) and recorded in the ERP at amortised cost (for T-bills classified as held-to-collect financial assets under IFRS 9) or fair value. The stablecoin redemption liability equals the total stablecoins in circulation multiplied by the peg (USD 1.00 per coin). As stablecoins are minted (new users buy in), both the reserve asset and redemption liability increase equally. As stablecoins are redeemed, both decrease. The issuer's revenue is the interest earned on reserve assets. This business model is effectively a money market fund issuer — similar regulatory and accounting framework.

⚠️ Audit Flags

Auditors perform a proof of reserves — independently verifying that reserve assets equal or exceed the stablecoin redemption liability. For T-bill holdings, obtain custodian confirmations. For cash, obtain bank confirmations. Test that the reserve asset composition complies with published reserve policies (100% USD-equivalent assets, specific asset quality requirements). Assess whether any reserve assets are pledged or subject to encumbrance. Confirm that the stablecoin outstanding balance (redemption liability) agrees to the on-chain token supply. Review the reserve interest income recognition.

📄 Required Documentation

Reserve asset custody statements (bank, brokerage), T-bill holdings with CUSIP, maturity, and yield, stablecoin on-chain supply (from blockchain explorer), proof of reserves attestation, reserve composition policy compliance, interest income calculation on reserve assets, and regulatory compliance certificate.
