Many agricultural commodities are subject to government-managed supply controls through production quotas (dairy milk quotas in the EU until 2015, tobacco allotments in the USA until 2004, sugar beet quotas). Where these quotas are legally transferable and have been purchased, they are intangible assets under IAS 38. Their useful life determines amortization: a quota with a known termination date (expiry of the supply management regime) is amortized over that remaining life. An indefinite-life quota (no government announcement of termination) is not amortized but tested annually for impairment. Government-announced abolition of a quota system (e.g., EU milk quota abolition in 2015) is an impairment trigger — the entire remaining carrying amount may need to be written off when abolition is confirmed. Quotas received for free from government allocation (not purchased) are recognized at nominal value (zero or at fair value with corresponding government grant credit).
