Water costs in irrigation farming can be the largest single variable cost per hectare. Track separately by: (a) fixed delivery charges (infrastructure charges from the irrigation district or water authority — a period cost regardless of water used); (b) variable usage charges (volume-based tariffs per megalitre delivered — a direct crop production cost); and (c) temporary water allocation purchases (spot market purchases of seasonal water entitlements on the water exchange — also a direct production cost). Code all three to crop-specific cost centres so that water cost per tonne of produce can be benchmarked against industry norms and compared across irrigated crops.
⚠️ Audit Flags
(1) Capital vs. expense — water access infrastructure costs (pumps, channels, pipes, center pivots) are PPE and must not be expensed as utilities. The cost of the water delivered through that infrastructure is the operating expense. (2) Permanent water entitlement purchases — if the entity purchases a permanent water licence (entitlement), this is an intangible asset under IAS 38, not an operating expense. Only the seasonal allocation fee or temporary water purchase is an expense. (3) Period-end accrual — water authority accounts are typically issued quarterly; accrue the estimated water usage cost at each monthly or quarterly reporting date if invoices have not yet been received.
